Default messages but no ring

When I'm at my desk at work I get a very weak signal, judging by the
bars displays. And even outside, my phone seems to have trouble
getting two or three bars.

So, how is it the darn thing sometimes manages to beep me that I have
a message, but the phone never rings in the first place?

I'm in Los Angeles, the weak signal is up the hill in Calabasas.

I've never worried about "bars"! Either I can make or receive a call or
I cannot! Bars are basically meaningless. All they can really tell you
is that relative signal strengths differ. At the same time and place,
one phone will give you three bars for a signal and a different
make/model may give you 2 bars or 4 bars.

I have not yet found a place where I can neither make nor receive a
call. I'm sure that there must be a few but I'm not going to worry
about it!

This droid X doesn't care, I've made and received calls with
NO bars at all. I think it's all the planets lining up etc. Weird..

With AT&T, there were times with -zero signal, no way
to call or receive, yet that was with a old Razr. I'd
guess times/tech have changed. I hope so..

Device matters too. I can go to certain places where I can get
a signal and others can't, using the same service, yet diff phones,
some costing much more then my X. Apples suck most of the time.

If the tower that you phone is connecting to is at capacity you won't get an
incoming call. You wouldn't be able to call out at that moment, I presume.
Anyway, when you calling party dials and can't connect to your phone they go
straight to voice mail. When the tower near your phone then does have
capacity to connect to your phone you get the new message indication.
That's how it was explained to me, and I bought it.
