can the number of rings on your cellphone be set on Verizon Wireless,
or is it a constant system wide ?
Just seems like a LONG time before transfer to voicemail when phone not
answered...

It's done by timing , which I believe the default is 30 seconds. At least in
some areas you can contact VZW to change this setting

I wanted a short interval, but my area in The Silicon Valley could not be
changed. However, I was told by Verizon at the time that availability
varied from area to area.

"Stupid".... not really. Just the way it is, in certain areas.
It all depends on the switch manufacturer and the software.
Verizon isn't going to scrap a multi-million dollar switch,
just to add a feature such as this.
I'd guess this is one of the holdover issues (of being a bunch of providers
combined) that still haunt VZW.
As much as I disliked AT&T when I had them, I have to say their system was
much more unified than Verizon's. I had a phone in Florida and one in NY,
and the rules, features, etc were exactly the same.......years later, I used
what VZW used to call "EZ Move" to move one phone account from NY to FL, oh
boy was that an adventure----anything BUT EZ.

Given it'd increase the likelihood of air time being used for a
conversation, instead of voicemail, it would seem like a good way to avoid
losing revenue. Seems stupid to pass on that.

I'd be surprised if it required replacing an entire switch. I believe
that the switches are, at least to some degree, programmable.

Several years ago, I can see this being a problem. They inherited or
purchased other systems and took a long time to intergrate them
together. First was the technical issue, then the billing issue.
I think, for the most part, these have been resolved. I could be
wrong, but I haven't heard any horror stories about it recently.

Simple math..... it'd be LOTS of airtime to pay for a few million bucks.
