Didn't work.
When I plug it in, the battery meter shows "empty" until I turn it off
then turn it back on. Then the battery meter shows the proper display.

I have one charger that works sorta like that. This one is really marginal
and often needs to be licked and attached twice, occasionally a third time
as well. The other one (two phones, two chargers) is in my bedroom and
it works nearly every time with one lick. Neither one has worked without
the lick for many moons now.

No. the charger does not work. If I plug it in when phone is off there
is a message that says it can't charge.

I frequently get that message when the charger hasn't connected well.
That's how I know it needs another lick on the connector.
"Unable to charge"
The one that *really* gets my goat is when I shut the phone off, connect
the charger, and the connection is intermittent enough that the phone
turns itself back on.

That's the slight amount of voltage from the charger. I expected to sense
that but haven't yet. If that bothers you, try licking, connecting, THEN
plugging in the charger.
Get rid of the taste with (in order of my preference) scotch, vodka, or
gin. Copious quantities. Caution: overdose may result in your sitting
up all night licking the connector repeatedly.
