I don't know if anyone has said this but have you tried an external antenna
on your vehicle? You could also look at a repeater on your car and/or at
your house. Where I work is inside an old parking garage underground. I
strung up 100' of line to an antenna mounted at ground level on an exhaust
duct. Then we have a wilson repeater in our office so anyone in there can
use it.
