Just as credit card companies notify you when there is abnormal activity
on your account, cellular providers should do the same.

The default on smart phones should be to have data roaming disabled.

The other issue is that many smart phone apps use data in the
background, often for pushing advertising, especially free apps on
Android. If you root your Android phone, you can have a setting that
specifies which apps are allowed to use data, which stops this data leakage.

You're confusing "ANY and ALL" responsibility, with reasonable
responsibility.

With NFC in the near future, they better start being held accountable
