Two thoughts- first, for the patch to "kick in" you need to change your
time zone to anything else and back to yourcreal one (the new DST info is
only read by the OS when you select it- if it's already selwected, the OS
has no rea on to check for changes.)

Secondly, it's possible that your carrier is overriding your setting.
Can you disable the "automatically set time and zone" function (in the
phone's settings.)
