Toll charges incured while roaming on a system other than Verizon
(probably you'd pay toll on top of a roaming charge)
Toll charges while on your home system. This probably means Verizon,
but could mean your actual home system (the home "system ID" or SID
that's programmed in your phone).
Unless you're on some old ancient analog plan or digtial plan prior to
America's Choice, these are pretty much a moot point UNLESS you
actually roam and toll charges are NOT included. (You might see this
on AC version 1, but AC version 2 you could see it too, especially
when roaming outside of the United States).
But for most of the time, toll is included when you're on a Verizon
Wireless system or an Extended Network partner system.
(Its not like the old days when you'd get hit with a $5 roaming fee!)
