I can honestly see both viewpoints here. On one hand, from a consumer
protection point of view, it makes sense that you shouldn't have to pay
for service that isn't functional for your needs.
However, in a more general viewpoint, if the company moved/changed a
tower then it would be reasonable to hold them responsible for their
change, when the customer moves/changes their location it's reasonable
to hold them responsible for their change.
I honestly can't imagine anyone saying "I'd like to move, but I can't
afford the ETF, so I won't move and I'll just keep paying my existing
phone bill"
I'd tend to side with the consumer protection side of things for the
most part here, although it does leave open a hole for abuse unless the
consumer is required to repay/return any subsidized phone.

FYI, I'm in MA, not CA, and I received no such letter. After
complaining off and on to VZW customer support about it for almost a
year, I figured that a) I had waited long enough and b) I had enough
back-history for pressing the matter if necessary.
They simply said that they had to send someone around to verify my
claim. Next day, they said "OK" to waiving the early termination fee.
I never actually saw a VZW tech come out to check.

FWIW, Charter's cable service has been rock-solid for me here in the
Victor Valley, since we moved here in 2003. I do, however, understand that
cable companies' levels of service tend to vary from market to market.

This dipshit (who claims to be Larry Smith; kind of eerie, huh?) and I
apparently live within the same Charter service area. I've heard no
complaints about their HSI service here, either, and I have a LOT of
customers and friends who use Charter. Sure, some people complain
about their customer service, but it's been my experience that most of
those complaints are from people who got disconnected for being late
(and I'm talking 60+ days overdue) on their bills, and they're just
pissy that they weren't allowed to rack up three months of charges
before being cut off.
And lest anyone forgets who this dolt is, he's the same one who posted
the following little gems:
1. On 11/23/2007, he claims his VZW phone has a SIM card.
4. On 11/24/2007, he posts what he claims to be his account login
info, and invites others to log into his account.
"Log onto my account if you don't believe what I'm telling you about
Verizon's problem either concealing information, or incompetence.
