2. The store is capable of performing the update. Not all stores
can.
You can do the PRL update (*228) regardless of whether or not you
update the firmware.

For Motorola phones, you can get firmware updates (for some models, at
least) at the following URL:

It doesn't matter, you can choose any model (except Q, which is
different), and download the Software Update app, then connect your
phone to your PC and the app will tell you if there is an update
available.
