Default Cool Running USB 2.0 Hub?

I currently have a Bytecc BT-204A hub. It's a powered USB 2.0 hub
with a separate power adapter and it gets really hot even with no USB
devices plugged into it. It's not hot enough to burn someone, but it
gets as hot as those chemical hand warmer packs that they sell in
hardware stores in the winter.

I was wondering if this was normal for a powered hub and if anyone
knows of a powered USB 2.0 hub that's a little more energy efficient.
That is, a hub that doesn't heat up as much or perhaps only heats up
when a device is plugged in and drawing power.

There must be something wrong! I use USB hubs on many computers around the
place, and they do not get terribly hot. They get a little warm to the touch
at times, but never hot to touch.

Some of the earlier ones did, I recall having to put
heatsinks on a few USB bridge chips in external enclosures
that had additional USB ports in them. They'd crash during
continual transfers before I added the 'sinks, which were
nothing special, just some thick scraps of aluminum sheeting
that were epoxied onto the top of the chips.

I don't recall now what make the chips were, maybe ALI?
Maybe not, it's been awhile and I can't put the 'sinks off
to check, epoxy is really permanent if you want it to be.
