Get a keyboard with cord, works better, does not need batteries,
and on boot up works.
Same goes for the mouse, any radio source around may block proper
operation (wireless phone, bluetooth, wifi, babyphone etc etc.)

Borrow a corded keyboard and get into the BIOS.
You need to either turn on the USB keyboard/mouse options or look for
something like Legacy USB keyboard and turn that on. Some older
motherboards do not have built in USB keyboard functions and have to load
special USB keyboard drivers that are supplied by the keyboard manufacturer.
With out knowing the model of keyboard/mouse and motherboard people here
won't be able to get more specific with a fix.

Let me be a bit more specific.
I have a Microsoft wireless mouse and keyboard set that has one
receiver which transfers data to the computer via one USB connector.
Will using a PS2 connector in either the keyboard or mouse port of the
motherboard make both of my wireless devices work?

Logitech should have info on their 'site, maybe in their
forum, about whether a USB set will work on PS2.
Some will and some won't.

If a set uses only one USB plug, it definitely won't work
over PS2 as a set. I suppose there's some slight chance it
would work for the type of device port it were plugged into
(whether the kbd or mouse PS2 port) but I doubt it.

Temporarily try another keyboard, or try that keyboard on
another system. Try a new set of batteries in it and try
using the link buttons on the wireless receiver and
keyboard. You have left out a lot of info about whether it
works at all in any situation and even what model of
keyboard mouse set it is.

I can now get in BIOS setup but cannot select booting options like SAFE
Boot.
Where in the BIOS can I find USB enable setting.

I don't recall ever having to install a driver for USB
keyboard or mouse on Win98, though it might have been 98SE,

Yes. During boot, your Bluetooth keyboard acts as a standard USB keyboard.
This means you can use it to manage your BIOS setting or enter a boot
password without the need for a second keyboard as long as your BIOS does
not require a PS/2 keyboard in order to boot. If that is the case, you may
have to upgrade your BIOS (refer to your computer documentation for
instructions).

Yes. Logitech Bluetooth products are "Plug & Play". This means you can
already use your keyboard even if you have not installed the software.
Obviously, you need to install the software to get all the features of
the product. It also means you don't need to have an existing keyboard
and mouse to install Logitech desktops for Bluetooth. This is particularly
useful if you bought a new system.
Other than that, I didn't find much useful info for Y-RJ20. The keyboard
may have been used in multiple product offerings. I couldn't even find
confirmation that it uses Bluetooth.

They come with drivers, for any OS including XP and Vista,
but the "driver" is to add extended functionality, not just
to let the system recognize them as keyboard or mouse or
allow the standard functions that any keyboard or mouse has.
