Having installed a game once has nothing to do with
transferrability, it could be installed 1000 times
previously but so long as none of the prior installations
still exist, the single-client license allows the buyer to
install on one system. Actually if we wanted to be
technical about, so long as the entire product is purchased,
the seller loses any rights to have it installed and if they
did, it would be an illegal installation while the buyer
*owns* the valid license to use it. That is, so long as it
is not stipulated as a "media only, not product or license",
sale.
Ebay has had quite a bit of piracy though, that in
combination with a spammer selling it, even before
considering there might be excessive shipping fee, makes it
best avoided.
