That basically means that for some reason the power supply
isnt being told to turn on given that a replacement doesnt help.

Its showing that the motherboard is receiving
standby power from the power supply.

Worth trying connecting the two pins to completely eliminate
any possibility of a problem with the switch and the wiring.
You do sometimes see a switch still click but not connect
the wires and sometimes you can get a break in one wire too.

If connecting the pins on the motherboard that the power
switch goes to doesnt get it to start, try resetting the cmos.
It can sometimes get into a funny state that stops it from starting.
