Default laptop

I need help some one gave me a laptop to repair
it's a dell latitude C640.

They said they were using it and they got the blue
screen of death then the lap top shut down and will
not start. If you press the start button the power light
comes on, but the hard disk light does not come on.

So would it be the hard drive or cpu.

I have had a look at the cpu and there is black around the
heat sink on cpu but i have seen that on other cpu's and they
were fine.
