Find one in a local store, and have a look at it.
The specs they give today, are virtually worthless as
a means of evaluating monitors. Viewing one in person
is much more meaningful - especially testing whether
you can adjust it to suit your usage. My current LCD,
for example, I cannot turn down the intensity enough,
as there isn't enough adjustment range. You can check
for things like that, when you're in a store. And if
the monitor has a characteristic tint (some are blue
for example), that is not something they'll admit in
a spec.

Depends on which "rate" it is. Some manufacturers rate the pixel response
"black to black", which is a fair assessment of how it will perform with
games. Other manufacturers use a "gray to gray: which only measures on
quarter of the charge/discharge cycle. If one manufacturer says 8ms for
black to black, and the other says 2ms for gray to gray, then they are the
same.

yes, 2ms is better than 8ms (though 8ms is just fine), but also
consider the brand of the monitor and the size (20", 17", etc.).
