My laptop is set to turn off the screen after 5 minutes and also to enter
'Stand By' mode after 5 minutes
When I close the lid of the laptop for more than 5 minutes it enter stand by
mode as well as it turns off the screen. When I open the laptop is seems to
exit the stand by mode but the screens remains off. I tried typing moving
the mouse etc. but nothing get the laptop to turn on the screen.

a suggestion / possible solution-
it is either standby or hibernation.. One or both of them, you can
only wake it up by pushing the power button. It then resumes.
try pushing the power button . It won't be like turning it off and on.
It might wake it up.
The laptop has a setting of switch off the monitor but doesn't enter Stand
by mode

My Dell inspiron 6400 (now without any tea!) does exactly the same thing -
the fix for mine is to close and re-open the lid a second time!
What does the time settings have to do with the problem?

Nothing, but why bother to set monitor off at 5 min. if it's
going into standby then already? Just increase standby time
limit, reduce monitor power off time limit, but either way,
try a new video driver.
