Default Monitor ShutDown

24 " LCD Monitor : When not in use, can it be left in the Stand-By
position (dark screen & orange switch indicator), or should it be
Shutdown completely?

It can be left in stand-by. If you were to be away from
home for several days the more conservative answer would be
to have it on a switchable surge protector strip and switch
it off for that longer period of time instead of just
pressing a front power button which doesn't remove all power
from the unit.

The short answer is, you can do whatever you want with it!

If you leave it on standby, then I presume you are also leaving your PC
plugged in and turned on at the wall. In which case the system will still
use power (a small amount) the monitor in stand-by will draw a few watts and
the PC in stand-by will also draw a few watts - pressing the power button on
the front is a software controlled 'on / off'. The motherboard and power
supply is still live - check any use connections (LED mouse perhaps?) to
confirm this as they will still have power!

There is no problem leaving the monitor in standby for long periods. The main thing you want to do is have the back light turned off when not in use, which it will be in standby.
