No, Silverlight will not slow down your browser. It is just another plug-in,
much like Flash (well, actually a direct competitor to Flash). It shouldn't
affect your general browsing experience at all - other than the fact that
you will then be able to view Silverlight presentations.

If you are worried about things slowing down your browser then uninstall any
toolbars that you might have, and don't install any new ones.
