Upgrading CPU for gaming

I'm thinking about upgrading my whole system for gaming, but I'm having
a problem understanding the big difference a faster CPU would make.
Please explain fully if possible.

Because you're not considering the specific system or at
least trying to keep us from considering it.

Full explaination- it depends on the system. Some have a
CPU bottleneck, others don't. It varies by game too but you
didn't mention those either.

So what do you have at the moment and what is your budget for a replacement?
