Default USB - Cannot find hardware message

I have a Belkin PCMCIA card which has two USB 2 sockets. Provided I reboot
my USB mediaplayer/sata storage device is seen. If I safely remove in XP
SP3 then reconnect the device a message appears saying "Windows driver is
loaded for General Volume but Windows cannot find the device"

How can I fix this?

Think I'd be tempted to look in device manager, see if there's any
yellow triangles and to see if the device is listed there...

... click start, right click My computer, left click on Properties,
clicking Hardware tab and the first pane is the Device manager.

Clicking the little + boxes will open the tree, clicking on a item will
open the device and you'll be able to check the device and update or
roll back the drivers.

The yellow triangles usually indicates that the drivers have not been
installed
