Video Capture card recommendations

I have been reading lots of specs and features about video capture
cards, and I need some advice/input from some of the experts. I want
to use a PCI card preferrably unless there is a goood reason not to.
I basically want to convert my VHS to DVD for portability so I can
take them on the road with me. DV in would be nice but I don't really
have a use for it now. I am not into fancy movie making or editing
allthough some capability would be nice. I am open to suggestions and
guidance, about $100 or so price range.

MSI K8n neo4
Athalon 64 3000
1 gb mem
and still putting the rest together.
