Default Weird shutdown problem ASROCK_MOBO K7S8XE

I'm having an issue with an ASROCK K7S8XE based PC. The problem occurred
on a Windows OS system so I decided to use the MOBO for my Linux desktop
box (Suse 10.0). The issue remains:

** When I power the unit up a message on the screen says the system is
going to 'Power Standby'. I need to then power down (hold the power
button in for a few seconds) and then switch on again. Now it starts up.
This behaviour is consistent, ie - Power on, hold button down to power
off, then power on to get the PC to boot.

If I issue a reboot or 'restart' command from the OS, the unit powers
down, and then reports the 'Power Standby' message. Again I need to go
through the above procedure (**) to get the thing to fire up.

Occasionally the PC will suddenly shut down, No warning. I thought it
might be a high temperature problem, but have since confirmed as best I
can that the CPU etc is running within temperature tolerances. When this
happens, the only way to restart the PC is to remove the external mains
cable from the power supply for thirty or so seconds. After that I need
to repeat procedure ** to boot.

I'm thinking of simply replacing the MOBO, but I hate to be beaten by a
piece of techno junk :-D So, anyone have any ideas?

TIA

Have you checked the "status after power failure" (or similar) settings
in the power management section of BIOS ?

I did try both states, which are reboot on or off.

I thought maybe it was the powersupply, so I replaced it. No good.

Just now I finished reinstalling a new (Gigabyte) board. IT required the
ATX 12v cable to be connected. The ASROCK board does not have a
connection for it. Might that be the issue?
