Default User Adminstrative Rights

In Windows XP Home is there a way to restrict certain Adminstrative
User rights without switching them to the Limited Account?

For example if I wish to allow full admin rights e.g. to run programs,
create, save, amend, delete files, but with the exception of the right
to install any new software? Is there a way to do this?
