Default RACH preamble calculation ?

Hi,
In the LTE Technical report - 3GPP TR 25.912 V8.0.0 (2008-12),
It has been mentioned that the 'Average delay due to RACH
scheduling period' is 5ms and the 'RACH Preamble' is 1ms.

But, how is the value of 5ms and 1ms arrived ? What are
the other configurations for arriving at this value ?

Also,
Can anyone also provide me a LTE specific forum link
that discusses about LTE queries and standards ?

I came across the below book
' HSDPA/HSUPA for UMTS : High Speed Radio Access for
Mobile Communications' and this has the calculations for
RTT , Packet Call setup, the kind of assumptions made ,
the configurations made at various levels .
Is there any similar document/standard/book so that
we can arrive at the method of the calculation
of the delays mentioned in the LTE Technical report -
3GPP TR 25.912 V8.0.0 (2008-12) ?
