The biggest city close to me just went through a second request for bid
period and for a seconf time absolutely no one is interested in bidding
on the "free WiFi" system or even providing an alternative proposal to
the spec.

Some do fail but I expect it has more to do with politics than viablity.

I know, personally, of one or two that were up and running that had to be
pulled for political reasons.
