Plug the ethernet cable from the cable modem into the WAN port on the
BEFW11S4 router instead of the LAN port. Your laptop is sometimes
getting it's DHCP address directly from the cable CMTS and not the
BEFW11S4 router. In other words, untangle your ethernet wiring.
