MARK COLVIN: For most households election pamphlets usually end-up
unread and in the bin.
But they have been known to change the course of an election.
The Lindsay pamphlet scandal in 2007 derailed the Liberal campaign in
the final days of the campaign.
It's this experience which has inspired one self-described believer in
democracy to start a website that monitors election material.
Michael Edwards compiled this report.

REPORTER: Was your husband involved in the distribution of this
pamphlet?
JACKIE KELLY: Well, I've read the alleged pamphlet and when I first
read it I had to laugh, because I think everyone who reads it, their
first instinct is to laugh - pretty much everyone who's read it
chuckles.

MICHAEL EDWARDS: Jackie Kelly might have laughed but the Liberal Party
and most of the country weren't laughing with her.
The fake Muslim pamphlet distributed by Liberal party operatives in
the western Sydney seat of Lindsay during 2007 election ended up
backfiring in spectacular fashion.
MATTHEW LANDAUER: What happened in Lindsay is one of those things that
happens in all elections all over the world, but it absolutely needs
to be brought to the media’s attention and public's attention to stop
that kind of thing from happening in the future.
MICHAEL EDWARDS: That's Matthew Landauer, the founder of the Open
Australia Foundation, a non-profit company dedicated to monitoring the
political process.
And with the Lindsay pamphlet scandal still firmly in his mind, he's
just started a website to watch what the pollies are putting into our
letterboxes.
MATTHEW LANDAUER: And the idea is that election leaflets are kind of a
largely invisible part of election process.
They happen on a very local level and are not usually brought to media
attention unless it's a real scandal. But the idea with the site is
that people can upload stuff and then look at material that's sent
from around country. So you can see material that attacks particular
political parties or you can see the kind of campaign tactics and
promises that are used throughout the country.
MICHAEL EDWARDS: The site is run by volunteers and Matthew Landauer
says he's never been part of any political party.
He says technology can make democracy stronger.
MATTHEW LANDAUER: There's an enormous possibility for what technology
and the Internet can bring to democracy and to people's ability to
solve simple everyday things in their lives that you would normally
think of being solely the responsibility of government.
And I think there's a real excitement around this whole area and a
real possibility to re-invigorate democracy and to rethink it even.
MICHAEL EDWARDS: Some say these sites are changing the way political
parties operate.
David Vaile is the executive director of the Cyberspace Law and Policy
Centre at the University of New South Wales.
DAVID VAILE: What the new range of Internet applications - generally
called under the name of Web 2.0 - enable, is a lot of people in a lot
of different places to collaborate together and to work on things like
collections of election material in a way that wasn't really practical
before.
So yes I think that sort of simple and universally accessible store of
what people are doing, what candidates are doing, is probably a game-
changer.
MICHAEL EDWARDS: A game-changer in the sense that it will hold the
parties more accountable?
DAVID VAILLE: Well, a lot of the pamphlets in the past, they thought
they might just print a small print run for one particular campaign in
one particular electorate and maybe only for a few days on a hot issue
and hope that it might just, as you say, get under the radar,
disappear, hardly any copies are kept and that's the end of it.
They may be saying inconsistent things from one electorate to another,
they may not really match the party programme and once you start
putting them in a single place and being able to compare them,
suddenly it becomes a lot more difficult to do that sort of microspin.
MICHAEL EDWARDS: So political parties need to be careful. The Internet
means what did end up as trash can now become treasure for their
opponents.
