What I don't understand is how can Optus control this "tethering" feature:

the data allowance on their iPhone plans to access the internet from a

Give it time. It's probably going to gauge consumer reaction to the practice
before it sets its pricing for this "service".
Thing is, if I can "tether" my Moto V9 without any charges how can they justify
slugging iPhone owners for this feature and how do they control the software
that the customers download independant (via iTunes) of the telco?
