VODAFONE WIRELESS BROADBAND USB STICK

Im thinking about buying a second hand broadband stick off ebay but most
times the sellers dont have a sim card with it.
I went and enquired the other day at my local vodafone store about getting
just the sim card and they told me you cant buy just the sim cards seperatly
for the broadband stick is this correct?
