At the end of the day we are a security industry seeking to make sure systems are secure. If we are to discourage researchers from targeting a certainsector such as energy & utilities, out of fear of prosecution, we are creating a vulnerability or blindspot in CNI of an entire nation or nations.

I think we should step back from the word terrorism unless there is actual bodily harm caused through an electronic action of an adversary.
