How can I establish what are *real* UK mobile numbers

I have free calls via Virgin Mobile to UK mobiles. However "National Toll Rate" numbers like Vodafone's 07836191191 are not mobile numbers and are not free. How on earth can one easily work out what are mobile numbers? I had always thought '07..." was enough.
