Default Questions about ESNs

Hypothetically, I was wondering if a person accidentally brought a phone with a bad ESN and the carrier refuses to activate the cell phone at a new number. Is there anyway, he could get the phone to work?

Honestly, I have no clue what to do in that situation. Maybe you could try to flash the phone to another service?
