Can I use a Cal Amp 2010-130 antena

Hello there , Can I use a Cal Amp 2010-130 antena to catch unsecure wifi conections from the city ?
Do I need a Wifi card instaled on my home pc , can I use My home pc as a server with a router to use my wireless lap tops .

wrong frequency, has a downconverter attached to it.

So , is there any way to convert it to the right frequency?
OR do I have to buy a new antena , and one I have it do I just plug it into my pc or do I need a "wifi" card?
