How to determinate which WLAN USB card is better?

I'm just wondering, when comparing WLAN USB cards, which properties should I compare ? Is it always the rule that 2000mW card is better than 1000mW ? Or should I also consider something else ?

power is not everything the receiver sensitivity is more important and the quality of the radio.
