Default Power to Network WLAN Router

There is a router or a access point in my college which does not have any power supply but is only connected by a LAN cable coming from the server through a switch. I tried connecting the router through a 5e LAN cable to my laptop but nothing happened...my laptop did not detect the router.

What I want to know is the router supplied power when connected to the switch.?

If i want to supply power to it through the laptop ..how should i do it??
