Default Why does our pager work in the morgue, but cell phone does not?

If our Verizon Wireless cellphone is not answered in 5 rings, or does not receive a signal, calls forward through No Answer Transfer to our Verizon pager.

In a basement morgue, our cell phone may not receive enough signal.
(I am amazed that it works as well as it does in other well shielded areas of hospitals.)
Why does our pager still work there?

I'm not sure on this, but it could be that a pager doesn't need a sustained signal. There are times when I will get a text message in a location that does not provide reliable and prolonged cell phone service. It only takes a second for the message to be sent through, but a call requires a longer signal.
