brwser fails(often) but connected and strong dlink

sometimes works
wireless and cable to laptops (toshiba and HP)
d-link box
signal connected and strong
browser cannot connet or display (IE or Mozilla)
direct cable to WOW isp works
wireless works at Panaera and Library

Have tried
refresh and repair
reset ip
firewall and other config changes
virus scan
Read books and manuals to no avail
new d-link box
Misc wild-goose changes
