Excellent signal, no internet

Hi, I am having difficulties with the internet as of this morning. I am able to connect to my routers wireless signal through any device only there is no link speed (0mbps). The light on my router is also red. I contacted my isp and they ran me through a few small changes in my router settings but nothing big and it didn't work. I then called Belkin support (my router) after about 2 hours of nothing the guy finally said he would fix it but it would cost almost two hundred dollars. I told him no and figured I could find some good help here.
-my isp is bright.net
-I am currently on a laptop running windows vista that is directly connected
-my router is belkin
-model # F7D8301 v1
-serial # 121032G4103975

I also have another Belkin router that (as soon as i fix my internet) i will use to expand the range.
-model # F9K1102V1
-serial # 121145GF117150

Any help would be greatly appreciated and if any other information is required I would love to help.


Also this problem is occurring on every device capable of receiving a signal (laptop, tablet, phone, xbox...ect).
