Default One Router/AP and AP on same network

Here is the current configuration of my small home network. I'll list the equipment in order from ISP to routers/APs with IP addresses.
Please look over and tell me what I am doing wrong.

Cisco Modem
Upstairs - Intellinet Wireless Router/Router (192.168.5.9) 255.255.255.0
Downstairs - SMC Wireless Router as Access Point connected to Intellinet via LAN ports (192.168.5.8) 255.255.255.0

The main problem I am having is not being able to see the computers that are connect via LAN inputs on 192.168.5.9 when I am on a wireless computer connected via the SMC AP 192.168.5.8. DHCP is disabled on the AP downstairs, and I just assigned the static IP of 192.168.5.8 to it, but the network map in Windows 7 Network tools says the IP address is still the previous 192.168.5.2.

What is wrong with my addressing? And is it even possible to configure the network this way?

And please don't hesitate to call me a complete idiot lol. I love learning about this stuff but apparently I still have a lot to learn.
