phone unused for a while

i have a motorola v22o -got it a while ago and didnt use it-got it out of the box recently ,powers up ok but get contact network provider followed by enter subsidy pass-it still has a red vodafone sim-what would be the quickest&cheapest way to get the phone working-thanks
