Default Router putting out 2 signals

I have a Belkin 54g router that seems to be putting out 2 signals one that I can connect to and another that I don't know the wep key for. And of course the one I cannot connect to has a better signal. We have a 3MB dsl connection, but it takes about 2 minutes to load a web page some times I cannot not even open a site. Errors like cannot connect to the server and dns errors all the time. I have restored the router back to factory defaults, but the extra signal doesn't go away. This problem started about 2 months ago and everything seems to keep get worse. So if anyone could help it"d be much appreciated. Right now I'm on my neighbors network it has a very low signal and they only have a 1MB connection and yet it is way faster than mine (actually I can't connect to mine at all right now).
