OpenSSH

I'm trying implement openssh on a few computers to remote into them. When i setup openssh and try to do the mkgroup all i get is the error msg Cannot get PDC, code = 2453?

This is how i type it:

mkgroup -d >> 'administrators' \etc\group

BTW this is a windows vista machine.
