Default Wifi encryption for public hotspot

Hello, I do not have access to configure WPA, etc on my buildings hotpspot.

I was using jwire, but they do not offer hotspot service any longer. For some reason jwire and P2P applications, do not work. I think its the building ing down on "bad" net usage. This makes the public wifi in the building wide open.

Can members give me wifi security programs like jwire for a windows based PC?
