Wireless Homepage (Hotspot)

Hello there,
I have to create a Wireless Homepage like in Hotspots. I need to allow them to login the website. I use a standard D-link Wireless Router. Is it possible to do this? I know this is possible with Cisco Routers but how about normal routers?
