It could be any of the following. DNS resolution, IP routing, external interference from other devices in the area.
I use Net Stumbler to find external devices. Or just move your AP to another channel.
I had a similar issue with my router, and I found that I had created a DNS loop in my internal DNS server that was taking a long time to fail over and resolve from an alternate DNS.
IP routing can be an issue if the devices connected to your router haven't got their GW set to point to the router. The same applies to the router itself, it must point to the GW of your ISP.
Another situation is that there may be another device with the same IP connected to your network.
