Time outs frequent, but speed fine

Hello wirelessforums,
I am experiencing a strange problem with my WiFi connection. I am using a Belkin Play N600 Router on a "small-town" ISP (Browsing speeds are 40-80 Kb/s, streaming fluctuates, downloads usually 100-150 Kb/s, P2P fluctuates).
Right now, my router and/or connection is having to be reset frequently. When I reset it the speed reaches its speak for a few seconds and then goes into a 120 b/s-4 kb/s speed.
Is there anything I can do? On a side note, the customer support from my ISP is terrible.
