I think you misunderstood what he was saying and/or what that webpage tells
you. He was talking about making calls to *Irish numbers* while in Ireland.
The page you posted gives the costs of calling (and receiving) *UK numbers*
while in Ireland.
This page shows the costs of calling Irish numbers (from the UK), and I
presume is also the cost of calling Irish numbers while in Ireland too
(assuming he is on the Irish 3 network), i.e. 30p per minute:
