Default is a 3g mobile phone usable for video phone calls?

Hi all,
I hope this group is ok to ask this mobile question in.
We need a device to enable my wife in the UK, to be in contact with her
sister and family in the Philippines, preferably using Skype or Yahoo video
messaging with email use as well.
A lap top computer with mobile internet connection would do this, but I am
wondering if something like a Nokia N97 or similar would be cheaper to buy
to use in the Philippines, plus they have the camera and radio as well.
Any thoughts welcome, I know nothing about these type of phones.

As long as a 3.5g HSDPA network is available, then it depends on what
price you can get BB on it for.

BroadBand, rates for data vary enormously.

From 5 quid per month, (peanuts) to 5 quid per mb (bankrupting)

I understand now thank you very much, to add to it the Broadband connections
in the Philippines would have to be mobile anyway which was why I wondered
if a suitable mobile phone would do the job, and the reliability and
connection rates are not very good.
