How can I tell if a number is on Orange or not? Unfortunately I'm not
in a position to ring the owner up and ask.
I want to know if the number 07861 341XXX is on Orange.
(1) Orange Customer Services says it probably is but are unable to look
up the full number in order to tell me. (They say something to do with
the Data Protection Act prevents them).
(2) Magsys says it's in tariff band "Hutchinson G3 Mobile (fm6)" http://www.magsys.co.uk/telecom/codelook.asp
I recall that Hutchison once owned Orange but that was a long time ago.
So is the number on Orange?

Couldn't you do this in the first call? If you're not going to call
them, there's little point to your question.

If they won't tell you when you ring, and you can get through to their
voicemail, the "lady" who answers will give you a clue....post back
here with the details of what she says.

The interesting point out of this though is that you don't know what you're
going to be charged until you receive the bill. Even their customer
services can't tell you. Seems much more transparent to charge by number
range as with landlines, even though it could have an abvious negative
impact on porting....

07861 would have been 0861 before the number change - and IMSMC that
was Cellnet (O2.)
Makes no difference anyway as it could have been ported or
multi-ported since then and on any system. The only way to accurately
find out which system it started life on would be to look at your
itemised bill as most operators will charge you as if it were on the
original supplier.
My Co phone started life as Voda and was ported by the Co to Orange,
but my phone bill still charges as if it were Voda. My daughter
however is also an (original and still) Orange user and their system
is clever enough to charge her as an Orange call.

Ring it and see if the first ring is a long one. If so you are on
H3G/Orange. If not, it has been ported away.

Does that imply that the way they bill your calls to that number [if you're
on Orange and get free calls to Orange numbers, for example], er, violates
the DPA?

There is no way of knowing for sure, other than ringing the person and
asking them. Even then there's nothing to stop that person lying.

It's impossible to know. Huthison means it's a 3 UK number, but it could
have been ported.

Are you saying that HG3 is the same as Orange?
If so, then does that mean it costs the same to call HG3 from Orange
as calling Orange from Orange?

No, he's saying they both use the same system whereby you get one long
ring before the usual double ring.

What he's saying is that both Orange and 3 have the same distinctive
long first ring when you call someone, I.e. riiiiiiiiiiiiiiiiiing, ring
ring, ring ring etc, rather than straight into ring ring, ring ring.

H3G will cost much more than orange. I don't know how they get away with it,

Call your Orange Answerphone, press option 2 for "Sending a message". Follow
the prompts - if it's not an Orange number, Digital Dorothy will say "This
number is not valid". If it is on Orange, DD will repeat the number back to
you, with the prefix "Orange number".
If you've received a text from the number, you could also look at the
message details to see the SMSc number.

No. The DPA covers disclosure of personally identifying information (i.e
can the information to be disclosed be used to identify a particular
person).
Personally, I don't see how Orange can (legally, not administratively)
hide behind the DPA when David Peters asked whether a particular
number has been ported to their network. It's a charging issue, not
an identification issue, and they're not disclosing anything that will
identify the owner of the number.

of organisations hiding behind the DPA due to laziness/stupidity/whatever.

I can see if you ring from an Orange phone this could be the case, but I
doubt the rest would carry a full porting table or exchange porting tables
with each other.

There are really only two cases for mobile operators. The phone is
either on-net or off-net. The mobile operator will know whether the
number is on its own network or not and will charge the appropriate
fee.
In this case calling from Vodafone (for example) an Orange or h3g
number will be charged at the same rates.

Sure, but if it is off-net they will not know about the port. Therefore only
an orange-originated call to a ported-to-H3G number will be charged at the
higher rate. Originated from anywhere else will be at the originating
operator's orange rate. I think we might be saying the same thing, but your
post seemed to me to be saying the higher rate might be more widespread.
