I think that answer to your question is NO, not with new contracts.

You've miss the boat, nothing available on a new consumer contracts
anymore.
IIRC only new o2 business contracts offer inclusive
0800/0870/0844/0845.

If you move onto a new tariff then you are starting a new contract.
Thus you lose inclusive calls to 08s.

not true, changing tariffs doesnt effect the contract.

Unless they've changed things, Tesco PAYG offer 08xx on the same basis as
geographic calls - they don't surcharge them unlike some other networks.
For Tesco Value that's 15p/min (5p text), but Tesco Extra is like a 'virtual
contract'. Top up 15quid/month and calls are 10p/min (5p text), which isn't
that different from contract prices, and so your 15 quid 'contract' gets you
150 minutes/month (or whatever combination of calls and texts you like).
The main differences (which may be showstoppers for you, I don't know) are
there's no free handset with the 'contract' and no cashback deals. But the
flipside is you can walk away at any time - fail to topup at 15quid/month
and calls just go up to 20p/min (10p text).
